Open appeal of the Association «UkrPapir» to producers and suppliers of pulp and paper products in Ukraine

The tragic and horrific events that began on February 24, 2022 with the Russian army's invasion of Ukraine have been going on for 27 days. The barbaric bombing of Ukrainian cities has forced 9.8 million people to flee their homes: 3.3 million women and children have left Ukraine abroad and 6.5 million Ukrainians have been forced to flee their homes due to the fighting. Almost 50% of Ukrainian enterprises were forced to cease their production activities, 30% of enterprises do not work regularly due to significant logistical problems.

For the last time Europe and the whole world have faced such a terrible war in 1939-1945. Despite the terrible challenges, our country, our army and our Ukrainian people are fighting bravely both at the front, repelling the aggressor's attack, and at their workplaces. We all believe that good defeats evil.

On behalf of the Association “UkrPapir”, we would like to express our gratitude to all European and global companies operating in the pulp and paper industry for their full support of Ukraine and Ukrainian companies. We would like to express special gratitude for the support of such well-known companies as Kemira, Stora Enso, UPM Kymmene. Their courageous decisions inspire us.

During this challenging period, the Association “UkrPapir”, in order to ensure the functioning of sectoral production facilities to meet the needs of the food industry and the civilians, on its own initiative made specific proposals to the government and received support for the list of critical imports for the following commodity groups of paper products according to UKTZED: 4703, 4707, 4802, 4803, 4804, 4808, 4810, 4811, 4813, 4818, 4819, 4820, 4821 and 4823. From now on, residents are allowed to buy currency from the National Bank of Ukraine for settlements under foreign economic contracts.

In experts’ estimations, the decline in consumer demand in the market is 70% / 80% of pre-war demand. Providing this open appeal, the Association “UkrPapir” requires our business partners to find further opportunities to support Ukrainian producers and importers of pulp and paper products.

Your support can be helpful primarily in these two directions.

  1. To consider the possibility temporarily, until the lifting of martial law in Ukraine, to "freeze" the payment of debts incurred before February 24, 2022, to Ukrainian enterprises for previously shipped products.
  2. Find operational opportunities (up to 15% - 20% of the usual orders of Ukrainian buyers of your products) for the fastest delivery of such products to Ukraine.

The proposal of the Association “UkrPapir” is based on the analysis of current events and calls for an exchange of views as soon as possible in order to make acceptable decisions in a short time.
